While a comprehensive total agreement between the two clubs and the player’s representatives had been established earlier in the summer window, the entire operation experienced a sudden bottleneck.
According to reports, the operation was temporarily stuck due to a complex tax payment dispute regarding how the player’s substantial salary would be legally declared and divided across Spanish and Dutch jurisdictions.
Because Ajax are set to inherit a significant portion of Ter Stegen’s wages, precise legal documentation was required to navigate cross-border financial regulations.
The administrative delay caused brief friction, with Ajax warning they could walk away due to their opening competitive fixture looming on 23 July.
However, direct negotiations over the past couple of days have now successfully unblocked the bureaucratic legalities.

The loan deal serves as a crucial sporting reset for Ter Stegen. Under Barça manager Hansi Flick, Joan GarcÃa has established himself as the preferred long-term starter, leaving the club captain facing a heavily reduced role.
Having spent a disappointing prior loan spell at Girona marred by a severe thigh injury that caused him to miss the FIFA World Cup, Ter Stegen is desperate for consistent first-team minutes to rebuild his match sharpness and reclaim his spot in the German national setup.
